Yes that cage would be fine for a pair or up to 4 smaller males
it is like the jenny rat cage we here. But I would suggest removing the wheel.
have a look if you can get any of these cages in the usa

I would highly recommend rats to anyone but as with any pet I would research them before getting them. Rushing into rescuing a rat may seem like a kindness at the time but they take a lot of specialist care. Even rats from reputable breeders can have health problems that can take a lot of time.
A decent cage can take weeks to source, I know the first cage we got as it was the only one in the shop was eaten away leading us to rush into a metal cage that I hated and then it took about three months to find a cage I was happy with... all in all £200 was wasted.
I would recommend heading over to the fancy rats forum and having a look around.
Having kept cats and dogs for year I feel that my rats take far more time to care for than a cat and equal that of a dog and actually take far more knowledge.
