You might be able to find a Marchioro guinea pig cage for cheap. I have one that is 31" by 24" and I believe the bars would be close enough that you could house a syrian in there. We have dwarfs so we are in the process of meshing it. But I bought it off craigslist for $45, I think it retails for about $60

omg! there was one of those on craigslist recently for like, 20 dollars!! I didn't think about though as I don't think I had Kitty yet, and I wasn't thinking about a new cage. Oh my god. I can't find it now. Wow. Bad luck >.<

They're great cages. If you do find one, just make sure that either your syrian can't get out, or you mesh the bars. My boyfriend and I are in the middle of meshing our Marchioro guinea pig cage, will post pics when its done.
