How large is your cage? How deep is the bedding? How long have you had him? Newer hamsters will generally try all in their power to escape from their tiny prisons. Try scattering a bit of food about and offering food chews like whimzees or greenies to keep him busy. The cardboard will help stop the behavior itself, but it's also important to get to the root of the issue

Hanging chews isn't going to make a hamster climb the ceiling, they'll do that regardless(almost always when a cage is far too small).

I'd just upgrade him right away rather than wait. It'll do much more good than harm, and your hamster would need to settle in anyways.

With Syrians you want really deep substrate(12 inches or more)which is sadly just not possible in the overwhelming majority of cages. You could make a directly connected bin system with deep enough substrate which would help quite a bit along with having a 12 inch Silent Runner and lots of enrichment(especially for foraging, whether it be hiding seeds and such in toys or just burying food in the substrate).

The good parts of bin systems is that they can be expanded through even more direct attachments but are not hard to move and take apart, plus they're a lot lighter than any glass tank even near a square meter(which is surprisingly easy with bins to get, with multiple directly connected bins of course).

I agree with amity that it would be perfectly fine to move him as he's stressed over moving anyways so changing habitats to a more suitable one would really only benefit him! You'll also want to upgrade the bedding to at the bare minimum 5 inches (assuming he doesn't burrow) but if he's a burrower, and in his case being as antsy as he is, 8-12+ inches would really work best! I know my old hamster Chance was a rambunctious little guy, but once I added 10 inches of bedding, he made a huge tunnel system and seemed to be having the time of his life. Chews hanging could possibly make him climb more as I have found that many of my hams absolutely love to treat them like little ladders lol! If it becomes too much of an issue you may want to move them to a lower area, but otherwise I'd say it should be fine. Best wishes

It would be a good idea to move him because right now leaving him in a small cage and then upgrading him next would stress him out twice. If you place him in a larger cage before he's gotten used to his surroundings in the small cage he would only get stressed once.
If the larger cage isn't ready yet, I would at least add 2-3 inches of bedding.
Bar chewing might be because of the wheel. Is the wheel large enough (8+ inches) and does it spin easily?

Some people use smaller cages until they hams are a little bit tamed, but that doesn't mean that it's good to keep a hamster in a very small cage. If he's not comfortable with the space because it's too small, maybe you should change the cage asap, because as other people said, that way he won't have to settle twice (and maybe he won't be able to settle in the smaller cage due to the reduced space).

Most cages don't allow more than 15 cm of substrate because of the tray, If you can't provide more depth of substrate because of that don't worry, but try to fill the tray to the top.

If possible, I would definitely try to move him to a bigger cage with more substrate as soon as possible if you haven't already done so. Therefore, he won't have to go through the settling in process twice which can definitely add stress to your little one. I hope that all is going well for the two of you. Best wishes!
