Yeah you can do that with a wee dremmel or something, I was going to do that but decided to do it this way.
I used sand paper, not glass paper or wet and dry, just standard sand paper. Pick a grade that is not too rough say 200 grit, I would avoid lower grades, we don't want to possibly hurt their wee feet, this way the sand is generally pretty fine.
To test the paper cut a small strip and rub your young along it
I know it sounds strange but your tounge is very sensitive just like their feet.
The hamsters do not constantly run on them like a wheel so you do not run the risk of hurting them
You could also mix some sand with PVA glue and make some spotted pattern on the ladders, make sure its not sharp sand, a fine sand will be needed because the particles do not move underfoot as they are fixed with glue.
Do you give your hamster sand baths with chinchilla sand? I have some JR Farm chinchilla sand, it would be perfect.
