Very strange about P@H, and the handling - ours are very keen for genuine customers to handle the animals... though, obviously, it's not a petting zoo, and they do shoo people away!
Commercial breeders tend not to breed dom spots or roans because of the potential problems with the white bellied gene if they are not carefully bred. Blacks also tend to be rare from commercial breeders as black is a recessive gene so you need black on both sides somewhere to produce black babies.
Within the hamster fancy both blacks and dom spots are reasonably common but not bred by very many breeders as they tend not to do too well in shows.
