I wonder if she had a stroke, if her paw is twitching. In that case, there is not much you can do, but keep her comfortable and hope for the best, offering water, bits of cucumber and such. If she's not at all interested in food and water at this time, I would say she is in a very serious condition that perhaps even vets would not be able to help Hoping for the best!!

ok,
is she drooling at all? Symptoms of choking are being listless, drooling, breathing may sound wet, will make a reaching movement.
But you said the clucking noise, that is usually a respiratory infection and if her sides are sucking in then she is deeper breathing.
Is she walkign around, eating, drinking etc?
also rats are very prone to resp issues so pet store ones should be avoided as their health is generally not quite as good as a breeder ratty.
But lets not give up yet...just try explain it as best as you can and ill try help x

Alright well she hasn't moved since 11 am this morning and its now quarter to 2 in the evening, she won't take food or drink from me and is breathing very heavily. A while ago tho she suddenly just jumped up and started licking her underneath. She's now holding her back legs up and licking and chewing the hair in that area ? I have no idea what's happening .
