Ah, a Canadian - UK law not so helpful then

According to the "Provincial Animal Welfare Act 2008" (and 2009), otherwise known as the PAW act

Causing distress

11.2 (1) No person shall cause an animal to be in distress.

Permitting distress

(2) No owner or custodian of an animal shall permit the animal to be in distress.

Veterinarians’ obligation to report

11.3 Every veterinarian who has reasonable grounds to believe that an animal has been or is being abused or neglected shall report his or her belief to an inspector or an agent of the Society.

That section is repealed and replaced with
Section 11.1 that states it will now be an offence for any person who owns or has custody
or care of any animal to fail to comply with standards of care that are prescribed by
regulation.

The Canadian law papers are a lot more complex to read than the UK ones But yes, those are what a very speedy google search found, and should be enough to use as a scare tactic, as it does appear to be against the law to harm pet animals (although labs and food sources seem to be exempt) as a single individual (rather than a large corporation), and might help - especially the vet part.

Oh, and fines...

Penalty – individuals

(2) Every individual who commits an offence under clause (1) (a), (d), (e) or (f) is liable on conviction to a fine of not more than $1,000 or to imprisonment for a term of not more than 30 days, or to both.

(3) Every individual who commits an offence under clause (1) (b) or (c) is liable on conviction to a fine of not more than $60,000 or to imprisonment for a term of not more than two years, or to both.

No problem I need practice being more subtle in waving the law at people, myself - I am not terribly good at being polite when people aren't bothered by what is best for their pet - worse sometimes is when people are really excited because they think they are doing fabulously...but are failing miserably!

Yeah, my problems start when you offer some advice politely and then they get offended and try to turn it around on you, I just don't understand that
