congrats on your new ham! chinese dwarfs are super cool but unfortunately illegal where I live...
I'm assuming PA is Pennsylvania? if so, I highly recommend reptisand instead of a dust bath.
I dont think 20 gal is too small but it does depend on the hamster. It can never hurt to go bigger but some hamsters will never be satisfied, even with the biggest cage possible!
Its hard to train a hamster to sit still, I also have an energetic dwarf and he'll only stop moving if I feed him while I'm holding him. I think most hamsters will refuse to sit quietly in their owner's hand for longer than a few min but its great he's so tame! especially cuz chinese hams are know for being on the shy side
