a little dust but no smell, if its cold your hamster will need to be kept warm and wood chips do this, if they are mouldy could you use towels blankets to lay on the bottom of her cage to keep the hamster a bit warmer, also cardboard cage isn't any good for hamsters, i hope your fish tank comes quickly,

you can use normal sand out side but you must sieve the sand and bake it to remove any thing harmful, bake it for 45 minutes and let it reach 200 degrees

I would agree with what POLAR WHITES has said, your hamster cannot live in a cardboard cage. If she pees in it it will soak through the box, and she could easily chew through it or escape. It's good that you're getting a tank for her though, make sure it either has a lid or the sides aren't high enough for her to climb from. As POLAR WHITES said you could always use a plastic storage box for a cage, I've attached a photo of two of my cages just to show you (you could always drill a lot of holes rather than meshing if mesh wasn't available to you). You also need to use the wood shavings within the cage, it will help your hamster keep warm, allow her to dig and they will absorb pee. The ones you have seem ok. Sometimes the shavings can be a little dusty (like the bits from the bottom of the bag), if you find they irritate your hamster try not to use the dusty bits. Also I would remove the cloth from the cage as if she chews it the fibres could be dangerous. The homemade toys are looking good though.

yes as rubyrose has said hamster chew and she can easily chew and escape, there are lots of ideas on here as nice plastic cages, even if the plastic box is tall enough the hamster can just live in there as long as there is nothing for the hamster to climb out on, the sheep wool cloths is good to keep her warmer but she needs more than that and if she eats it, it could cause a blockage and she will die
