Have got loads of seeds so will use them for taming.

I have to say I was like yuk at the mealworms to, I didn't even want to touch them to start with and neither did hamdad lol. Now I don't even bother, you quickly get over it when you see how much they enjoy them

I don’t find meal worms too yucky, but Quigley sure does! Won’t touch them. I think dwarves are more partial to meal worms in general than Syrians are, though.
However, I am sure that Popcorn will love pumpkin seeds, flax, sunflower seeds, hemp seeds - and have you thought of giving him a piece of popcorn (unsalted or sweetened, obviously).
What does he think of broccoli? That is my go - to treat with new hamsters. I pop a poece on my palm and wait for them to pluck up the courage to come sit on my hand while they eat it.

It is more of a dwarf thing, particularly the Russians, they do like their seeds but generally go mad for mealworms & the extra animal protein is quite important for them too.

I used flax to encourage Willow to sit still on my hand. It worked welll. Linseed is another small seed that was also enjoyed.

Yes. Willow did bite quite harder few times. I stopped putting food on my hand for a while and got her to climb into a transport box, then took her out of her tank and let her come out of the box onto my hand when she was ready.
Treats can be put down and your hand moved back a little, so Popcorn sees you put the treat down and gets it while near your hand, but with less chance of a bite.
I have also held a long piece of millet in one hand so Willow would climb onto my hand to reach it. She was too busy getting the millet to bite.
You could let Popcorn sniff/climb onto the back of your hand. Make a fist, then angle your hand downwards. This way your fingers and thumb are tucked away/not sticking out.
It can be hard to be brave after a bite, but take things at yours and Popcorn's own pace. If your not feeling brave do easy steps for you and if Popcorn isn't feeling brave do an easy step for her.
Playboy time may be a good time for taming too. If there is something for Popcorn to climb on, once she is on it put your hand next it and she may climb onto your hand.

I know it does make you feel a bit nervous about putting your hand in the cage if they've bitten before but I suspect the only reason he bit before was because you put a fist in the cage which is kind of like presenting them with a big chew! There's not much they're likely to do other than sniff it & have a taste
If you try putting your hand flat as I suggested before & just bury the tips of your fingers in the substrate with a nice treat on your palm he will most likely just want to investigate the treat.
