Re: Dwarfs first home
You would need to avoid anything two storey with two hamsters because they can cause each hamster to choose its own territory, leading to fighting.
If you want a fish tank type cage, there are usually used aquariums available on Ebay, Gumtree, and Facebook marketplace.
There is also the Kerry terrarium, which at 75x45cm might be a little small for two. There are the Duna cages which are a tank style cage, but plastic, so easily portable. The Duna Multy is about the same size as the Kerry terrarium but feels much bigger for some reason (I have both), and the Duna Multy Maxi is about 100cm long. There is also the Marrakesh terrarium, which is a lovely looking cage and 96cm long, but very expensive.

Re: Dwarfs first home
Hi Sushi
I use the Alaska from Zooplus (also from the UK and I think it's a great option for the price). It's 80x50cm which is the minimum size standard in the UK and is barred so allows for hanging up toys/platforms etc so they have more to do.
You might have to add extra mesh to the corners if they are babies as the bar spacing is wider there but my adult Russian dwarfs have never had a problem with the bar spacing.
I have to add I wouldn't recommend keeping multiple hamsters together (mine used to be when I got them but I had to separate them so be prepared for that possibility) but if you're going to do it keep a very close eye for any signs of fighting/dominance and they'll need a fair amount more space than the basic minimum as they're very territorial (80x50cm is the min for a single hamster in the UK).

I would agree with Bubb that keeping multiple hamsters is something to be quite careful with. If you do want to have a pair, I would recommend getting them from a breeder rather than a pet shop or a rescue, because, just going off of anecdotal evidence I've found online, breeders seem to have much more success keeping pairs and groups of hamsters. Pet shop hamsters, for whatever reason, don't seem to do as well together.

Re: Dwarfs first home
If you're new to hamsters then I would definitely recommend getting just one, pairs almost always end up fighting & need separating at some point so you have to be on constant watch for signs of this, if you don't have experience with hamsters it can be hard to tell when those first signs appear.
Hamsters don't need company of their own kind & live very happily alone, it's much easier to set up a cage for one with everything it needs too.
Cages with more than one storey aren't suitable for hamsters even though they are sold for them, you need a good space all on one level, an tank can provide that but personally I prefer barred cages.
Nothing too tall as they aren't good climbers & you want to avoid the risk of falls.
The hamster heaven cage (used without the penthouse & tubes) is a good cage for a Russian hamster, you can get a 20cm wheel which you'll need in there with a good depth of substrate so plenty tall enough & enough space for a good size house, sand bath, wheel & other kinds of enrichment.
