Hi,
I personally think it depends on the hamster. Most Syrians enjoy human interaction and the living room can be a great option for a friendly Syrian who likes being in the action. My Syrian hamster loved observing my actions and would always beg to be taken out when I walked by. I have found that most hamsters of any breed really don't mind being around noise and action, they kind of just ignore it, or observe it.
However, if you notice that your hamster is very anxious and nervous, the first floor might be a better option, at least for the first week or two and then you can see if you want to try moving the cage to the 2nd floor. But honestly, with your average Syrian, the living room should be just fine
