Those aspen shavings are safe. I've used the Pro-rep aspen shavings, which come in a big sack, and found they didn't absorb much and got smelly in just a few days. They were also very dusty. I'm not sure if the Pets at Home aspen is better, but it is quite expensive for the amount you get. I think you would need 2 or 3 of the 20 litre packs to fill an 80x50cm cage base.
If you want to avoid other wood shavings (I use Pets at Home softwood shavings, but I know not everyone's comfortable with them), other good options are Kaytee Clean and Cozy, Fitch and hemp (Aubiose). I've used Aubiose and really liked it. It has a pleasant smell and controls odours well. Kaytee C&C and Fitch have good reviews and are quite popular. These all work out cheaper than the small packs of aspen.
