Re: Would this shelf be okay?
is that shelf right side up? My only reservation about it would be cleaning the surface. My hamster makes a mess, and I have to sweep off his shelves. It would be difficult for me to keep that one clean due to the rim on the edge. Your circumstance may be different.

Re: Would this shelf be okay?
Looks good to me too, the edges do have pros & cons, stops silly hams going straight over the edge or things sliding off the shelf but it can be a bit of a pain to clean.
If the top is just untreated wood it might be worth giving it a coat of plastikote too as it would make it a lot easier to clean & help it last longer.

Re: Would this shelf be okay?
Looks ok to me - the edge means you can put litter/substrate on it or a piece of hemp mat, so it'll be cosier. Just a thought - I wouldn't go getting too carried away with getting new things for the cage if you are needing to upgrade him, because you might not go for a barred cage when you upgrade. His current cage is very small for a Syrian I seem to remember - maybe ok for a few weeks, but then if he is changing again, maybe not make too many changes now. I suggested a solid sided cage on the dog post and possibly a detolf, but there is also this cage which is excellent and doesn't need meshing. It's called the maxi duna multy. It's a good size for a syrian and a 28cm wheel will fit in it. Similar to the rabbit cage you mentioned you had I think but better for a hamster as the bars are the right size. It would also give a barrier from dog smells and maybe make the hammy feel more secure. You can fit a lot of substrate in these, which is good too, and have the odd hanging toy but any shelf would need to be a free-standing one really, or a house roof.
Sorry - I know you were just asking about the shelf - I guess you could always put legs on it to use in a tank-style cage later!

Re: Would this shelf be okay?
Youre right, his new wheel arrived today and i realise he doesnt have much room, but no eed to upgrade right now, not for a few weeks anyway. The rabbit type cage i described is similar to the one you suggested there actually, very very alike, except the bar wideness on the top part. My dad will add to the top like he did with my previous hamster and that stopped him getting out. Thankyou for your great advice though
