You could try a potty tray with something else in other than sand and put a bit of the wee sand in, and see if he starts using that as a toilet. Charlie wees in the back corner of the potty tray and digs in the front bit. He doesn't seem to want to dig the bit he has wee'd in. I think just the shape of a potty tray might want to make squibbles wee in at as first choice, because they fit in a corner. Mine is like the one below. Or even if it still had sand in he might use it first if it is in a corner.
