There is loads you can do!
-Use Drift wood, made safe, as a branch to climb on.
-A sand area with pebbles.
-Make a little beach hut style house in white and blue.
-Make a little boat to play on/in.
-Make a 'fish and chips' beach bar with little stools.
-Make a pier out into the 'sea' area which could be blue coloured carefresh.

I'm guessing that you have a wire cage. If it's a tank, a stick-on back-drop made for fish tanks. There are also numerous things available from aquarium shops such as shells, starfish and various stone structures. If they're safe for fish they're likely to be safe for hamsters but double-check that and also regularly check for sharp edges on shells caused by gnawing.
The substrate will likely be sand so make sure it's dust-free.
The coloured rings don't state the type of dye used. If the dye comes off when gnawed it will give your hamster the appearance of wearing lipstick.

You could get some safe twine, and drape it around the cage for climbing (if your hamster is a climber ) and maybe weave it between bars e.c.t? great idea though!

thanks for all the help! i'm definitely making a little fish and chips sign above his food bowls. atm i'm using Fitch bedding, but ill get some blue Carefresh next time I go to P@H and i'm thinking of Hemp bedding to look like sand (David kicks sand everywhere, so id rather only use that in a tin or salt pig). He's in a barred cage (The barney). Are shells safe for hamsters? i'd just be worried that he'd try to pouch them. I love the twine idea! i could wrap some around the cage doors and the stand of the new platform i'm in the process of making. Ill post a picture of the finished cage soon

I was actually thinking big shells but yes there is a danger that pieces could be bitten off and pouched. There are alternatives made from stone. Pebbles would also be good and are mostly granite. You could get some for nothing if visiting the coast and then boil them.

We got some nice blue and white/clear shells from a garden centre - they're designed for fish tanks but seem fairly ham safe. Maybe those would be safer shells to use?
What about a palm tree or treasure chest? They're more desert island than beach but you can buy fish tank ornaments of both and the palm trees at least could look quite good (and be climbed on)
