I've just done this for my gerbils tank. what I did was leave the plastic base off and use cable-ties wrapped around the bottom of the wire part of the cage, fixed around whatever in the top of the tank you can wrap them around. Cheap, quick and easy!

My tank had a lid with it so I drilled holes carefully to put the cable ties through. If you don't have a tank lid, then I would suggest making a wooden base frame that will either sit in the 'lid' part (the shelves either side that are on most fishtanks) of the tank or can just sit on top, then carefully drill holes through the wood and secure the wire top with the cable ties.
