I would say too small for a dwarf. I have a pair of dwarfs in a cage that is 24" by 14" and it's a bit small. Also the shelves are wire so their little feet would fall through. I would save your money for something else.
I'm not sure if others will agree with me, but for dwarfs, I look for floorspace, rather than height. Dwarfs have fuzzy feet, so they aren't good climbers. Though that never stopped my two from attempting to monkeybar and falling on their butts.

Ok thank you. I just saw it on ebay, and normally I only see cages that are wayy smaller and that one was cheaper so I looked... But I won't get it. It does seem too small /:

You'd have to cover the levels too, to prevent foot injuries. Also, once you have two wheels there will be no room for anything else, so it is too small.
