I know quite a few people use this for LH hamsters as it doesn't get tangled in their fur. I guess it's animal safe if cats can use it so it wouldn't be harmful to hamsters.

If it is paper based it should be fine.

But, some one on the forum tried paper based cat litter out and fouls that the hamster was unstable on his feet, and I personally think it doesn't look comfy at all. So I don't think it would be worth changing over, unless your having real problems with wood shavings.
