Dots on Skin

Hi! Are the black dots normal or should I bring her to the vet? Picture attached
I adopted her about 2 months ago and they've been there since I first got her.
She did recently go to the vet for something else and I believe he checked her fur too and didnt raise any concerns.

Can you get a clearer pic? Are they in the skin or stuck on it?
Pigmentation in the skin on a golden is normal but if these are scabs or something that could indicate mites.
