His back legs look a bit splayed out on that photo. Are they normally like that? ie does he drag his back legs behind him or walk normally? If his legs are working ok he's probably fine and as the others say, he's just a male Chinese hamster (they have a slightly longer tail and can wrap it round your finger at times
).
He will be very skittish at first. They need a good two weeks to adjust to a new cage and new environment so best thing is to not clean anything out for the first two weeks or move things around. So he scent marks and claims it as his territory and gets settled in, Then he should start being more confident. Adding new things is usually accepted and they like hidey places and houses that are dark inside, so adding something like that might be appreciated. Providing it doesnt mean moving things around. They settle more when they have a secure house that's dark inside. A child's shoebox or tissue box with the base cut out so it's open underneath is ideal - just cut a hole for a door. If you cut the hole at one end of a long side, the other end is dark (light doesn't go round corners).
Having said that, Chinese hamsters can be skitty - it may need time and patience - first for him to settle in and then to get used to you and be tame with you. During the first two weeks you could try feeding him treats through the mesh. If he shows signs of wanting to come out, you could get him out in a hamster ball (lower it in and let him walk in then pop the lid on). Then lift him out in the hamster ball and take it/lower it to a safe place to let him out - eg the bathtub or a taming area, Until he gets used to your hands and handling. If he's not showing signs of wanting to come out I'd leave it for the full two weeks and then get him out for some hand taming sessions.
