I had exactky the same thing with my hammy Nanuk. He was on medication including oral medication and eye drops for an eye infection for weeks and the infection didn't clear up. Eventually I took him to another vet for a second opinion and he discovered that the cause of the infection was a mouth abscess deep in Nanuk's jaw.

Sadly the initial misdiagnosis left Nanuk with lifelong damage.

Maybe it is worth asking the vet to check inside your hammy's mouth for any abscesses?
