Any Species can get it, although Syrians are the most prone. They can get it at any age, however they are most susceptible when they have just been separated from their mother and when they come to a new home.

I'm pretty sure it's only syrians, I know Russians & Chinese don't get wet tail, just not sure about robos but I don't think so.
As AP said they are most susceptible at a young age but it can be brought on by stress at any age.
