He has some quite red looking bald spots there. It could be a number of things and it might be worth taking him to the vets. Allergy is a possibility. Pine shavings can contain aromatic oils which hamsters are sensitive too. You could change to carefresh which is a paper based substance or just use shredded white toilet roll and see if that helps. He may have mites which cause iritation and itchy scratching and fur loss. A vet can diagnose and treat this. Hormonal disorders and Cushings disease can cause severe fur loss and sadly there is no treatment for these problems in hamsters. There is fur loss associated with age which is normal however this is usually just an allover patchiness and tattyness rather than a large region such as yours has. You can help the fur grow back a bit by supplementing his food a bit sometimes. Debittered brewers yeast powder spinkled in the food and in a hamster porridge can help a lot as can one drop of codliver oil per day on some food. Try giving him some easily eaten food such as babyfood as he is getting older and also some broccolli, bean sprouts and a little veg two or three times a week helps health wise.
I would take him to the vet for a general check, especially for mites, change the bedding, supplement the food and see how it goes for a few weeks. I hope he gets well soon.
