Default Resizing/Uploading Pictures

I want to close Finnegan's thread with a picture from the day I brought him home. To resize the picture, I followed someone's previous instructions, but it didn't work. To the posters who regularly upload pictures to this website: Are you submitting the pictures to a moderator or attaching them yourself? If so, how? Thank you for your assistance.

I upload them from my phone filed as documents.

Scroll down from Reply to Tread to Manage Attachments and click on it then click on Choose File which in my case takes me to documents on my phone and then click Upload. Once uploaded you can click on Close This Window which takes you back to reply to thread.

I'm a technophobe so may not do it right but it seems to work for me.
