My hybrid dwarf used to bit me every time I went near her. It wasn't a defensive thing, more of a "is this tasty?"
I found i no longer got bitten when I stopped reacting - not tasty and not a threat. Picking her up by the scruff of her neck to check her teeth (even though she wouldnt show me her teeth) stopped it completely.
My syrian has only bitten me once in the past few months (maybe longer)
That was because I tried to stop her falling off my hand. She probably thought that I should have let her learn the hard way not to jump off from a height.
Its all down to the individual hamster. My friend's hamster doesnt bite - he just wees on you.

I think it's tough to say when you can pick her up. It does depend on your confidence level and hers. If you're not confident and react nervously when her face comes into contact with your fingers, it'll make it harder for both of you. Fortunately, I've never had any trouble when it comes to picking up any of my hamsters or even taming them. Yes, they should be in charge to a certain extent but you also have to be confident. Continue to talk to her, offer her treats and generally let her know that being picked up by you will be fun! You'll also need to to be able to if you carry out health checks.
Going off topic, I've not had other breeds/species/types (whatever the right term is!) but I would definitely say that Syrian's are no more or less likely to bite you than 'others'. It's a reaction to all sorts of different things they might be feeling or sensing (e.g. fear or smelling food on fingers etc).

Also... why are you moving the cage up and down the stairs?? Hamsters are usually more active at night, but it depends on the hamster a bit, mine is often out at about ten in the morning as well

Oh We move the cage upstairs in the morning for mischeif to sleep and downstairs so I can sleep at night but she doesnt mind really since she is curious anyway it goes. Oh and what should I tempt her onto my hand with?

Question about picking up mischief isn't the most aggressive animal but she doesn't like being stroked at the minute so if I cant stroke and she automaticly bites my finger when I try to get her on my hand. How else can I bond with her?

Its best to pick your hamster up when she is settled in her new home, keep talking to her, which will help with the bonding process.

Yes, don't push it or you may end up scaring her. Did you get her recently? If so, then leaving her to settle is the best thing to do at first
If your ham doesn't seem to like being strokes or held at first, offer treats and take it slowly. Taming can take days, weeks, months, or years depending on the hamster. Hamsters bite if they're scared, or if they smell food on your hand. Try washing your hands before handling her, and put tissues with your scent on them in your hams cage. That way he ham will get used to your smell

You can use any food preferably a treat in your hand, I find it best to use ones that won't make your hand smell afterwards, something dry like sunflower seeds or dried carrot I use from a special hamster treats mix I have that he really likes
