I thought paper wool was a kind of fine shredded aspen. Yes moth eggs are in flour but we don’t know - doesn’t do any harm - just like you find weevils in flour if you leave it long enough. But I have never had an issue with nuts and seeds that are sold for human consumption - I think there is a whole different preparation and storage process for human food . You can imagine the outcry if our bags of nuts had bugs in. Pet food doesn’t have the stringent regulations.

In the US people get pantry moths from flour and freeze their flour but I’ve never had a problem with flour - probably because it’s uk flour here and not the right conditions. I wouldn’t bother with bedding or nesting material- it is just pet foods really.
