I would leave him a bit longer, maybe all you need is a different approach
Have you tryed putting him inside an exercise ball, then removing the lid and putting it on your hand (so that hes inside the ball but forced to stand on your hand). This can help him get used to your scent and the feel of your hand. Or maybe he will behave differently outside the cage environment, in the bathtub or playpen/box. Curiosity often helps with confidence as some just can't help but explore You can spread food like millet seed to encourage him aswell.

I found with my hamsters that often its the initial fear of hands they need to get over, have you tryed picking him up with any success?
Of course I wouldn't advise you chase him around, but if you can quickly scoop him up and let him hop off with little stress it could help him a lot.
I was an impatient child when I first had mine, I didn't have a clue about taking time to tame and get them used to you. But I feel the more forward approach actually worked! But keep in mind every hamster is different
