Just like syrians are all different (and robos as well), Campbells / hybrids are pretty different too. There are healthy winter whites at 35-40 grams adult weight and there are breeder WWs at like 80 grams or more. There are healthy boy robos at 26 grams and there's Pompompoms' Dasher who is ~46 grams.
What you have to determine is whether your dwarfy looks obese or whether he's just big boned and normally chubby. If his head is too small for his body and there are too many folds, he's possibly obese. Either way, I'd just proceed with a healthy diet, and if he's obese, he'll normalize. If he's naturally big, then that's fine too. Some hamsters are unmotivated and are fed junk food, which can get them overweight. My Isabel's a petstore female hamster and weighs 62-63 grams on a healthy diet. She looks chubby too, but not unhealthily.
