What about some metal wire - like for use in the garden - that might take her a little longer to get through!

and she just chews thru it lol
tried puttign tape around it but she just chewed the knot that held it up lol

aww I made hanging toilet rolls for mine on friday for the new cage, not small tubes though, big ones hung mine up with the wire I've used to hold the new cage together so no chance of em getting through that ^_^ although they still haven't figured out how to get into the tubes ¬_¬

instead of using rope or string use those wire ties you put round food bags etc.... my old hamster also used to like a smarties tube filled with treats but with the cardboard lid still on...
