I have an idea! Forget wood. Make a shoebox house which will give you a level with a flat roof and also a nice big nesting box for your hammy.
Cut the bottom out of the shoebox. Cut a hole for a door in one of the sides. Use the lid as a lift-off roof so you can check inside without taking the house out. It's light enough to sit on top of the substrate without sinking, so you can have the substrate as deep as you want to get the height you want for the flat roof/platform. No money and no diy involved! Apart from a pair of scissors.

Thanks for all the support guys! I will consider both ideas but I think I want to go with wood.. I’ll get popsicle sticks and the wood amityville linked, but to seal them do I need to just get bees wax and dump the wood in it? Or how do I do that? And where can I find bees wax?

Instead of popsicle sticks you could use the same wood as the platform to make a border,or for something that would look nicer than plain wood you could also try good quality safe sticks as a border.If you must use popsicle sticks,I'd suggest at least not using ones from China.

For high quality wood that isn't from China like a lot of pet store sticks and many if not most popsicle sticks(they can seem a bit expensive at first,but in bulk they tend to be less expensive plus the peace of mind is often worth extra money):

You might have to add some oil to the beeswax(high quality coconut oil would be a good idea,make sure it isn't hydrogenated and has no additives).You'd just have to wipe it on,there's no need for dumping wood in it(which might create too thick of a coating anyways).

I think you are very brave having a go at making your own platform and I am sure it will be nice. Amityville has some excellent tips. A lot of people do just stick some legs on a piece of plain kiln dried pinewood though and it's fine. It does mean it could get pee-soaked, but to date my hamsters have never pee'd on shelves - only in the wheel, toilet or occasionally in the nest You can also use a plant pot base or similar on the shelf which will protect it from getting pee-soaked.
I hate painting and diy so I keep it simple Not knocking other ideas, just saying - doesn't have to be a pressure - it's just a piece of wood with legs on

Thank you so much! Peanut has one specific pee corner in her tank right now... so I might not coat it, i know she is clean and won't pee on the wooden shelf

It would be much cheaper to buy the 1000 count anyways
If you don't mind the risk and would be willing to replace it if anything does happen,wood sealing can be avoided.
For legs you could just use off cuts of the wood if there are any or have smaller pieces cut from the amount of wood(dowels could still be from China,so there's at least a little risk there plus you might as well get the most use out of the wood).

It might sound like a good deal,but they're also probably not food safe and are also likely from China(Chinese products tend to be cheaper but there are risks with using Chinese products,so while something might not happen it's much better to just spend more than take that unnecessary risk)
