Many people use just plywood to make levels. You can line the top with a bit of floor tile if the hamster wees on it but they dont normally wet the levels. Best thing is to make a shelf with legs so to speak, like an upside down U and just sit it in place. You can make a ladder with a bit of wood and some dowling ridges glued on. Don't make it too high in case the ham jumps off and they can also use underneath as a nest
One option I am going to use is to cut a piece of plastic from a bin lid to the width of your tank and fix in place using clear sealant. Ideally it will need to be left over night to fix. I also use the plastic for placing over wire floors. Another option is to place two 5 mm thick tubes by the height you require on each size of the tank, cut plastic to size and glue onto tubes using glue gun or PVA glue.
