You could fill gaps with a paste made by mixing sawdust with a non-toxic glue. I often use this method to make my own woodfiller for DIY jobs instead of buying a tub of commercial filler, which has inevitably dried out & gone hard the next time I need some. Work this into gaps between the willow sticks & when it dries & sets there will be nowhere for little legs to get stuck. Don't use commercial filler as it probably has nasty toxins in it!

Or papier mache. You just have to use plain paper (no inks residue) & again a safe glue or traditional flour & water paste mixed in to the paper pulp to make it hard. I've used this to fill gaps in draughty old floorboards - like caulking the timbers on a boat.
