If the selotape is a worry (and it is), you could always cut out an old round frontage from an old flat tupperware box or similar plastic which is easily cut with scissors and making the same holes, use a strong safe plastic glue to apply the front to the wheel and leave it to completely dry for a few days before puting it to use? Plastic might last longer than card and could also be washed if the glue you apply is water tight. Some kind of sealant glue? Would need to be child/animal safe glue though as hamsters nibble.
