It is more likely that one died and it is natural for the others to consume it for reasons of disposing of the body and utilising a source of protein. Try and not worry about that.
I'd say you need to separate the pups now into two groups of male pups and female pups. This will help dissipate the bickering a bit and help them get used to being in smaller numbers and working up to the time when they will live alone. They need separated at 4 weeks anyway or you may end up with more inbred animals which is not a good idea.
You need to set up a trap for the escapee though catching such a small baby will not be easy. Ensure all cages are really secure as babies can get through very small gaps and they don't do well along when they are so small. Storage bins are great for baby hams and nice and secure as long as the sides are high enough.
Get started looking for homes for your babies in a few weeks time. Ads in local shops can find owners so you could try that as you cannot keep them all and give them enough time really. Letting potential owners meet them and choose at this point is a good idea as it helps tame them and also people like to follow their progress.

I found the lost one.. My little runt and another one of the pups who is smaller than the rest are still with Daphne. The other 9 are in a bin style cage. Sorry i haven't put any pictures here. I will later today.
