I don't know much about the neurological problems, but I wouldn't have the hammy put to sleep. The girl said it only happens when the wheel is removed.. perhaps these conditions can be alleviated by a bigger cage with better toys and the addition of the wheel.

That is an awful video, that poor hamster is obviously ill! neurological problems from bad breeding kills hamsters. One of my hybrids starting spinning the morning she died. We had her put to sleep that afternoon, she was very ill. This is so upsetting to watch.

Conditions such as 'flipping' or 'stargazing' are worsened when a hamster gets stressed.
Usually there is nothing that can be done but deal with the symptoms.
Unfortunately many people aren't aware of what causes it, but if the person who made the video is now aware then thats gd x
