Do you have a photo? It would be easier to advise then. Sometimes having a bridge/ladder leading from the top of a house to a shelf, makes the angle less steep.
Cork tubes are also good instead of ladders, and aren't so hard to land on if there's a fall.

Hamsters can still fall from hammocks - they're not as fall proof as a fixed shelf - so you'd need to make sure there is nothing hard underneath them to land on. so a cork tunnel might be better than a ladder as a wood ladder could still be a bit hard to land on.
