6 months ago Nibbles got a sister rescue, Munch, same age as Nibbles but im struggling to tame her any tips

tried to feed her treats held her in the ball then on the lid of the ball

Not all hamsters respond to the same methods. I'm not really sure what you mean by on the lid of the ball. How is she with you? Does she willingly take treats? Can you stroke her? The tissue may help get her more used to your scent. I would have thought she was used to that by now but can't hurt. Put some toilet paper up your sleeve/down your top for a while & then place it in her cage for bedding.

she sometimes takes treats but she werent handled for a year and a half by her previous owners

So she's getting to be a little old lady then It sounds like it's going okay if she takes treats from you. She may be too set in her ways to want to be handled but at least she's happy to have your hand in her cage from the sound of it.
