Default Doesn't use the wheel or spinner?

So my Captain Gen. is very active as I have mentioned in previous threads of mine but regardless of the size and type of wheel or spinner I get she just ignores it. Typically I wouldn't care but I just bought her a carrier that is much larger than the one that came with her cage and can support having a small wheel or spinner in it but not too much space to run around otherwise. Is there any way I can get her to use them so when travelling (or when I am doing a cleaning of her play bins and cage) she can get the exercise she wants?

Things I've tried:
- Putting her in the wheel and spinning it slowly, did this 3 times a day for a week
- Put bedding and treats in the wheel

Might just be she's not interested, she'll get her excercise other ways if she wants it

My dwarf, Caramel, isn't a big runner, but is plenty active. I wouldn't be too worried. If you're travelling, they'll likely just want to sleep anyways.
