I might be getting one. Is this cage suitable for one or not? ( i do have these hamster-safe mats on the levels now so the hamster wouldnt be walking on bars- this is when i first got the cage)
Are the bars to far apart?

To my eyes it looks fine, the bars on a cage I use to have for my Winter White hammy was safe and that looks around the same size.
Otherwise it looks suitable for a dwarf.

You need to measure the space between the bars. Try and do it from the middle of one bar to the middle of the next bar up.

I'm not sure what a Russian can squeeze through as I don't have any but mice can get through anything under 1 cm wide.

ETA:- whats the dimensions of that cage also? Its hard to tell from the photo.
