Some states in the US require permits for Dwarfs and Chinese hamsters, but I don't think any hamster species in the UK require them.

I'm not sure where you have sourced the information from but it's wrong. You certainly do not need a permit in the uk. You were probably reading an American article, as even if you did need one in this country it would more likely be called a 'licence' anyway.
