Petition to protect keeping and showing of companion animals

THE PETITION

FOCAS (FEDERATION OF COMPANION ANIMAL SOCIETIES) was formed to ensure that all companion animal societies were kept informed of the proposals contained within the proposed Animal Welfare Bill, and where necessary were able to provide evidence and contribute to the ongoing debate about the development and direction of the Bill. The Bill was drafted by Defra after a considerable consultation exercise. Included in the draft Bill were proposals for the legalisation of the showing of companion animals and where necessary a system of licensing shows was proposed. This was necessary as some people believe that under present legislation shows are illegal although this view has never been tested in court. However, the EFRA Select Committee cast doubts about this aspect of the Bill. As a result Defra is yet again consulting on this issue. FOCAS entirely supports proposals for appropriate standards of welfare for all animals but, does not believe that the showing of these animals in any way compromises welfare standards. Indeed FOCAS strongly believes that the breeders, keepers and exhibitors of companion animals possess the largest detailed body of knowledge of the care of these animals. Indeed, the breeders, keepers and exhibitors of companion animals can only benefit from maintaining the highest possible welfare of their animals. There are a number of animal rights groups who are currently campaigning for shows not to be permitted. It is time for the tens of thousands of people who support the keeping, breeding and exhibiting of animals to make their voice heard.

DESIRED OUTCOME

To ensure that under the provisions of the proposed Animal Welfare Bill the showing of companion animals will be clearly a legal hobby and will be a licensed activity where appropriate.
