It will be because it is maloccluded and does not rub against the other tooth so it won't wear down. The root of the tooth will have been left in so it will just have started growing again. You need to keep giving hard to food as well as a little soft to keep the other teeth down but this one will never be right and will need trimming every few weeks for life.
You could have it removed by the vets and the root removed then it would not grown again but it's a risky op.
