It does sound like Cushings and there is nothing the vet can give to help with this sadly. It's a case of managing her with soft bedding and nothing that could damage her skin in the cage. They can go downhill quickly with this and suddenly and we always try and judge the quality of life and if a hammy is going to get better or if they are going to get slowly worse and have any pain.
As long as you feel she is comfortable and still doing hamstery things she is likely still happy plodding along. Give her a good variety of foods to choose from so keep her busy foraging. They do sleep a lot when poorly like this so let her do as she likes.
Try and keep a normal routine for her and enjoy her twilight times. Over a year is actually quite an elderly hamster and a decent lifespan can be anything from a year to at most really 3 years. The age differently for each individual.
Just know you are doing your best and giving her everything to can including vet care. You are doing her proud.
