I’m so sorry to hear about the loss of your hamster Winston. My condolences to you.

I’ve never done a flowerpot burial my hamsters I bury my hamsters in my garden. So not sure on the right way to do a flower pot burial. However I would advise if would be best to keep outside as unsure whether it would smell plus your will need natural bacteria to help decompose the body.

For foxes I would put a layer of rocks ontop and make sure the pot is fairly deep to make it difficult for the fox to get into the pot. However there is still a risk that despite this that if they are that determined they may find a way.

Another option you have is cremation depending on how you feel about this. I personally don’t like this idea myself but it an option you have available. Then you can keep his ashes inside and know he will be safe from foxes. This method does cost but your vet can give your prices.
