What type of hamster is he. It sounds like there is something very wrong and if he is covered in wounds there must be something causing it. I would try and find another vet to check him out. The licking could be a neurological thing or a distraction technique to help relieve pain. You need to find an exotics vet who has experience with hamsters.
Make sure there are no ants or other insects near the cage and that you keep the two hamsters will apart and observe strict hygiene between handling them.
