Those look like grain weevils / flour beetles type of insect. They wont harm your hamster as they don't bite animals but they will be feeding on her food. Have you checked your food bags / boxes. That's where they usually come from and they can spread to your own food cupboards. If they are in the food then freeze that in sealed bags or several days. If found in unopened bags report to the manufacturers. Clean our everything and dispose of it. Vac your floors and check bedding and cracks in wood houses. I'd either get rid or bake those.
