Is it a glass tank? These are very open and can be quite scary and make the hamster nervous. The lie low to the ground. We call it the pancake creep! Try and get your hamster accustomed to movement around the cage and make sure she know you are approaching her especially from above. You could add some cardboard around some areas of the base to form a sort of base so she feels less exposed.
