Also, if you don't already, scatter his food widely over the whole cage including the parts he doesn't seem to use, so he has a reason to go over there. Hamsters learn by experience what is safe and what isn't and maybe some hamsters who are more on the avoidant side might just avoid an area of their cage they aren't sure about yet. Especially if they have a large cage where everything they need to live is already on one side.
Thank you for the tips. My partner is allergic to hay which is why I have not used it. I do scatter feed his seed mix and I notice he prefers eating it that way.
