You can also have a few loose piles of soft hay around for him to hide in. It provides some overhead cover without cluttering the cage excessively. I've heard running through hay also helps keep their coats clean.

Also, if you don't already, scatter his food widely over the whole cage including the parts he doesn't seem to use, so he has a reason to go over there. Hamsters learn by experience what is safe and what isn't and maybe some hamsters who are more on the avoidant side might just avoid an area of their cage they aren't sure about yet. Especially if they have a large cage where everything they need to live is already on one side.
